According to the Global Human Development Report 2007/08, Nepal’s Human Development Index (HDI) of 0.534 is the lowest for South Asia and less than the average for the developing countries. The incidence of poverty is 31 percent and there are significant economic inequalities between the poorest and the richest segments of the population. Poverty has particularly affected the people in the remote and rural areas who have no access to development infrastructures such as roads, communications and other basic services, and who depend on unsustainable use of natural resources to live.

UNDP continues to assist the Ministry of Industries, Commerce and Supplies (MOICS) to create opportunities for employment and income generation among the poor, marginalised and vulnerable groups and communities, especially through micro-enterprises, and explore alternative energy services with a particular focus on the rural poor, marginalised and vulnerable groups and communities. The major partners funding this initiative are DFID, Australia and New Zealand.

In 2007, UNDP conducted preparatory works for the production of the fourth National Human Development Report 2008 on Inclusive Peace Building. This report, due for launch in 2008, will focus on reconstruction, reconciliation, economic development and employment, and provide policy options on post-conflict reconstruction drawing on lessons from other conflict-affected countries. UNDP continues to provide support to various universities in Nepal to mainstream the concept and approaches of human development in the academia.

Building on past support, UNDP’s assistance in 2007, through Enhancing Nepal's Trade Related Capacity (ENTRC) project focussed on enabling the government and private sector take advantage of the trade opportunities offered by Nepal’s global integration and thus contribute to poverty reduction.

UNDP assistance toward reducing poverty in Nepal has seen very positive and tangible results. More people have found venues through which to better participate in economic and social life. UNDP has helped in spurring local empowerment and social mobilisation in Nepal. These important advances need to be sustained.
