The Challenge

The systematic exclusion of women, 'low'-caste, and ethnic groups in Nepal has given birth to widespread dissatisfaction, which many believe lies at the heart of Nepal's conflict. If Nepal is to secure peace and reach development targets articulated under the Millennium Development Goals, more opportunities to participate in decision-making and development must be extended to traditionally excluded groups. The Government of Nepal has made numerous commitments to do this.

UNDP Responds

The main objective is to support the Government of Nepal to systematically institutionalize gender and social inclusion into existing national policies, systems and practice. At the same time to ensure better participation of women and those traditionally excluded in political processes and the civil service. This will be done through:
  • advocacy,
  • policy analysis,
  • capacity development,
  • research and documentation.

Outputs
  1. Gender and social inclusion sensitive government planning, programming, budgeting, monitoring and evaluation systems and processes institutionalized;
  2. A holistic strategy and action plan developed for the inclusion of women and the excluded into the civil service;
  3. Legal, political and policy reform supported to address discrimination against women and excluded groups.
