Dalits
Dalits' experience of law and constitutions in Nepal has been disappointing in the past. But it is important that the Dalit community participates fully in the making of the new Constitution, in the hope that not only will it provide protection for the rights of Dalits and other marginalized groups but also that it will introduce a new era of good governance and respect for rule of law. Only in a society that respects the rule of law can rights be properly protected; otherwise they will remain rights on paper only.
