Constitution CommissionsRecent constitution making processes in other countries have often involved a constitution commission. A Commission is a body appointed to make proposals for a new Constitution. It may be quite a small body (the Fiji 1995-1997 body had only 3 people) or much larger (the Kenyan body, 2000-2004, had 29 members). It may have the mandate to carry out civic education. And it may also be required to consult the public and collect their views, before making its specific proposals. You can also read a short paper summarising what a Commission is, written for Nepal. It is now rather out of date, but it still gives an idea of what a commission is like. Under the Interim Constitution, Nepal is supposed to have a High Level Commission on State Restructuring, which is like a Constitution Commission with a limited mandate.
