Proportional Representation Electoral SystemsIn Nepal when people talk about "proportional representation" they often mean a system under which each ethnic or other group is represented proportionately to their presence in the population as a whole In most countries this expression usually refers to an election system in which the percentage of votes that a party has in a legislature (or a constituent assembly) is as close as possible to the percentage of support shown for that party in elections. In Nepal the second election for the CA is to be proportional in both senses.
