  5. Nepal Government: Ministries and Legislature

    Legislature-Parliament of Nepal - This website provides details of Parliamentary activities including the names of Bills that have passed or been registered, and downloadable copies of recent Bills. The site includes names and political affiliations of the MPs.

    The site of the Government of Nepal. Available in English and Nepali. The site provides general information regarding the government of Nepal. The 'directory' page is particularly useful for finding links to various governmental bodies, as well as physical contact addresses for them.

    The website for the office of the Prime Minister and Council of Ministers. This site provides a list of the current ministers and their ministries as of April 1st 2007. It also contains a number of downloadable papers including the Government's Human Rights Plan of Action.

    Ministry of Education & Sports : This site, available in English and Nepali, contains information about the structures and institutions of education in Nepal. It includes statistics, downloadable in PDF format, of literacy rates and educational figures.

    Ministry of Home :This site provides information about the functions and activities of the Home Department. It contains links to its related departments including the Department of Prison Management and regional administration offices. The site is currently only available in English.

    Ministry of Law, Justice & Parliamentary Affairs In Nepali

    Ministry of Culture, Tourism & Civil Aviation: The site, available in English, provides information about the main tourist activities and institutions of Nepal and the rules and regulations that inform them. It contains details of passports and visas. Most of the information is available in PDF format for download. There is a list of links to embassies and consulates.

    Ministry of Local Development : This site contains details of the Ministry's policies, programs, Acts and regulations. Some documents relating to local development are available for download in PDF and Word format. The site is available in English.

    Ministry of Finance : Available in English and Nepali, the site contains information about the divisions and departments of the Ministry. The download section is particularly comprehensive and provides various economic and fiscal documents for each fiscal year, including 2006/7.

    Ministry of Physical Planning & Works : The site provides details about the functions of the ministry and its departments. It contains a few documents, some of which are in English and Nepali, mainly related to Acts and regulations.

    Ministry of Foreign Affairs : This website, available in English, contains information about the external relations involving Nepal. It contains details of Nepal's foreign policy arrangements and offers trade agreements, international agreements (with countries as well institutions such as the UN) and recent speeches for download, mostly in PDF format. This site contains the text of the key Peace Agreements since 1996 downloadable in HTML format.

    Ministry of Environment, Science and Technology : This site, available in English and Nepali, provides details about government policy regarding the environment, science and technology. There are a number of documents, mostly in the form of reports, available for download in Word and PDF format as well as annual budgets and details of expenditure.

    Ministry of Forest & Soil Conservation : This site, available in English, provides information about current research and policy regarding Nepal's conservation efforts and natural resources. It contains information about Nepal's national parks.

    Ministry of General Administration : This site, in a combination of English and Nepali, provides details regarding the organisation and function of the Ministry. A number of journals, Civil Service Acts, regulations and policy directives are available to download in Word format. The prices relate to the paper versions; downloading is free.

    Ministry of Health & Population : This site, available in English, provides information about the infrastructure of health services in Nepal. A number of useful fact-sheets and details of programs directed towards various sectors of the population are useful.

    Ministry of Water Resources : This site, available in English, provides details of the government's policy regarding water and electricity management. Acts concerning these resources are available for download in English and Nepali.

    Ministry of Agriculture and Cooperatives : This site, available in English, includes general information about the government's agricultural policy. This is supported by documents supplying statistics and publications on various national industries. It also includes a media section where video and radio programmes are accessible in Nepali.

    Ministry of Labour & Transport Management : This site, available in English and Nepali, contains details of policy regarding labour and transport management, It provides the Labour Acts and regulations viewable directly on the site, as well as information regarding work permits and child labour policy.

    Ministry of Industry, Commerce & Supplies : This site, available in English, gives statistical information about the commercial projects and policies of the government, as well as details of the relationship between the WTO and Nepal. The downloads are

    Ministry of Information and Communications : This site, predominantly in English but with some Nepali features, provides information about the media policy of the Nepal government including details of its activities and monthly progress. Nepali fonts are available for download.

The site provides details downloadable in PDF format about the registration of parties, information regarding voter education policy as well as the procedural Acts, Rules and Regulations that relate to the election process. It also has civic education material about the Constituent Assembly and elections.

    The website of the Supreme Court of Nepal, is available in English and Nepali. The site contains details of Nepal's judicial structure, as well as information regarding legal aid, the Bar and statistics and information about recent cases.

    The National Human Rights Commission is in Nepali and English with information about the Commission and downloadable reports about hman rights in Nepal.

    The website for the Commission for the Investigation of Abuse of Authority. The site contains details on recent corruption cases, as well as more general policy regarding anti-corruption operations.

    Association of International NGOs in Nepal (AIN) - Provides links to various member NGOs.

    Here are links to some of the International bodies operating in Nepal. There is an asterisk (*) beside any which has particular relevance to governance and constitution building. The data provided by many organizations may be relevant to rights and constitution building. And many organsitions have shown an interest in the whol question of constitution making.

    Action Aid Nepal

    Asia Pacific Development Centre (APCD) : The APCD site provides statistical and qualitative information about the current situation in Nepal of people with disabilities.

    The Asia Foundation : *A globally recognised NGO, TAF works to address a wide range of political and social issues central to the long-term consolidation of stability in Nepal. The site includes a number of PDF downloads that focus of contemporary problems such as trafficking. "The Foundation serves as program manager for the Coalition for Constituent Assembly Support (CoCAS), an alliance of Nepali organizations that is preparing and disseminating analyses of constitutional issues, conducting civic education, and facilitating public discussion on the constituent assembly process."

    The Adventist Development and Relief Agency (ADRA) : ADRA is an Adventist NGO that works in Nepal in order to encourage and develop community and individual development initiatives. The website includes a downloadable semi-annual magazine, Namaste, as well as their annual report.

    Aperion : Aperion is an Italian NGO working in Nepal for the right to identity and the quality of life by encouraging development initiatives that are against welfarism and the patronage system.

    The Britain-Nepal Medical Trust (BNMT) : BNMT works in Nepal to ameliorate the health of the Nepali population. The NGO's annual report in PDF format provides useful quantitative data regarding the health conditions in Nepal.

    Centre d'Etude et de Cooperation Internationale (CECI) : Identifies key issues facing Nepal and provides details of the various technical assistance their projects are giving. The Nepal site is in English.

    Care Nepal : Care Nepal claims to work in Nepal to address the causes of poverty rather than its symptoms. The site's resource library is particularly useful and provides downloadable statistical and analytical reports in areas including agriculture, resource management, health and government.

    Centre for Development and Population Activities (CEDPA) : CEDPA focuses on issues that women and girls face in Nepal today and the ways of dealing with them. The site contains a number of downloadable reports that concentrate on this theme, including reproduction and communication issues.

    Child Welfare Scheme Nepal (CWS) : CWS is committed to addressing issues concerning vulnerable and young children. Downloadable publications include reports on social and health issues in urban and rural areas, including an interesting study of HIV in Kathmandu street-children.

    Child Protection Centers and Services (CPCS) - CPCS works with and for Nepali street children with the short-term aim of risk reduction and the long term aim of social integration.

    Danish Forestry Extension Nepal - The DFE's project in focuses on the establishment of a self-sufficient and sustainable tree grower's association.

    Danish Association for International Co-operation (MS Nepal)*: MS Nepal addresses a variety of themes including media, education, debt bondage and forum theater. Articles are based on current political, social, economic and issues and news and are predominantly.

    Deutsch-Nepalische Hilfsgemeinscahft e.V. : A German-based INGO. The website is in German.

    EcoHimal :This website is available in English and German. The organisation works at a grass root level to encourage sustainable development in local populations. Downloads provide basic but up-to-date background information on the political situation in Nepal.

    Educate the Children (ETC) : ETC works in Nepal to provide educational and developmental opportunities for all levels of local communities with a view to improving social infrastructure and encourage the integration of minority groups into mainstream educational society. The site provides details of current projects, and downloads provided are the organisation's annual reports and newsletters.
