Mapping constitutional issuesSometimes the issues that present themselves for constitutional reform are very clear and limited. But when a country embarks upon a major exercise of constitution making or constitutional review, it may be helpful to have an overall sense of what questions will need to be decided. Most people when asked about the constitution will have views on a relatively limited range of issues. But the constitution making body as a whole will need to have an overall view. Sometimes when a body is set up to make a constitution, it will publish a list of questions that it invites the public to respond to. You can see such a list of questions prepared by the Law Commission of Malawi in Central Africa. The Law Commission has been given the responsibility of dealing with the constitution review process (rather than setting up a separate Constitution Commission ). The Constitution of Kenya Review Commission also prepared a document called "Issues and Questions " on which it invited public responses. This may be a valuable way of getting comments from people who have some understanding of constitutions. For many people in the community, it may be more useful to ask them about their own perceptions of their problems and the ways in which they believe those problems could be responded to.
